Rains from Alex Flood Rio Grande

Heavy rainfall from Hurricane Alex and a subsequent tropical depression have surged the Rio Grande to its highest levels in 40 years, according to The Weather Channel, which reports 9 inches of rain in south Texas and 16 inches in some parts of northern Mexico. River flood warnings are in effect from Del Rio to Laredo, Texas.
